The naive read is a Waymo comeback: cars on the freeway, problem solved. The mechanism underneath is different. Waymo voluntarily recalled its fleet of nearly 4,000 robotaxis after 13 documented instances of vehicles driving into highway construction zones closed to traffic, per an NHTSA filing in June. The fix is the company's own software update, aimed at scene recognition and routing around those zones. No external validation, no federal standard, no post-recall inspection regime is gating the return. The fleet is the test fleet.
That test now runs under a proposed federal floor. Rep. Kevin Mullin's bill directs regulators to set minimum national safety standards for driverless ride-hailing, prompted by incidents of robotaxis blocking ambulances, entering active crime scenes, and missing traffic cones. The bill and the recall address the same failure class from opposite ends: a legislative floor and a company-rolled patch, both arriving the same week.
The mechanism travels. Any time a regulated harm gets a voluntary patch as the public-road test — which, in the reporter's reading, means the company owns the standard until Congress says otherwise.
