The state released a study it withheld for six months warning that the underground water supply beneath its populous eastern region is being drawn down, with pressure from population and industrial growth including data centers.
After holding it back for more than six months, Gov. Abigail Spanberger's administration on Thursday released a long-promised scientific study warning that the aquifer beneath Virginia's populous eastern coastal plain is being drawn down faster than it can be replenished, and that the state law governing groundwater withdrawals, last updated in 1992, is not built for what is coming.
Virginia enacted its first groundwater law in 1973 and tightened it in 1992 (AP via WTOP). In the years since, Virginia has become the world's largest data center hub, and the eastern plain now hosts most of the state's residents. The report, commissioned by the Virginia Department of Environmental Quality, calls the eastern coastal plain aquifer "constrained" and says "current projections indicate declining availability in the near future," with pressure attributed to population growth and industrial use broadly.
The authors stop short of blaming the data center industry for the drawdown, even as the buildings that cool the servers behind cloud computing and AI have become a major and growing water user. The report also flags that there is limited public information on how much water data centers actually consume. Its regulatory recommendations are blunt: give state regulators more authority to reject industrial water withdrawal permits, force large users to examine alternative water sources, and crack down on users who may be taking more water than they should (AP via WTOP).

The timing is what makes the report politically combustible. The study had been withheld for more than six months, drawing criticism from environmental groups, water utilities, and rival legislators. Spanberger, a Democrat, made it public weeks before the November midterm elections. The constrained finding is the load-bearing one. In the Northern Neck, the conservative rural region on the eastern coastal plain that sits above the constrained aquifer, State Sen. That bipartisan posture is rare in Virginia water politics and matters because the November General Assembly session, not DEQ alone, controls the statutory rewrite the report says is overdue.
DEQ's cooling-water rulemaking is the administrative path. It lets the agency designate scarcity areas, restrict new withdrawals, and force the largest users to weigh alternative sources before pulling more groundwater. That is the lever the coalition from Ford's foundation to Stuart's Northern Neck constituents is now asking the agency to pull, before the next growing season puts more pressure on a constrained aquifer. The bottleneck is the 1992 statute. The question for the November session is whether the rulemaking and the legislature can move fast enough to give regulators the authority the report's authors say the next decade will demand.
