The AI-bio threat surface, including compute access for protein design, dual-use model weights, the screening datasets that AI systems train on, and in silico life sciences research, is largely absent from those structures. This is a repeatable pattern. A new threat meets a policy machine trained on the previous crisis, and the new threat gets a coordination lane where it needed a constraint.
The counterargument is fair. Real scientific and laboratory barriers still slow AI-generated instructions from becoming deployed pathogens, so monitoring is a defensible first step. But the structural choice still matters. A monitoring body acknowledges risk; it does not bind it.
