Rocket Lab's new Pacific Spaceport Complex Alaska deal in Kodiak starts with HASTE — a suborbital variant of Rocket Lab's Electron rocket — missile defense work. Polar orbit and steeply angled orbital missions are the longer term test.
The U.S. Space Force expects to fly more than 100 rockets a year within five years and potentially thousands by 2036, a cadence the two ranges it leans on, Cape Canaveral and Vandenberg, cannot comfortably absorb. The Pentagon's first operational test of whether a third U.S. range can carry real load is a $266 million contract with California-based launch company Rocket Lab for 12 to 18 launches from Pacific Spaceport Complex-Alaska in Kodiak, starting this year.
The opening work will fly HASTE, a suborbital variant of Rocket Lab's small Electron rocket used for missile-defense and hypersonic test missions. HASTE and Electron share the same launch infrastructure, so a Kodiak pad proven on HASTE can be flipped to orbital Electron missions without rebuilding the range. That is the bridge Rocket Lab is selling: prove the site on cheaper suborbital cadence, then graduate it to orbit work.
The demand math behind the bet is published in the Space Force's Orbital Force Design 2040 baseline. The service projects a hundredfold increase in launch demand over the next decade, according to Defense One's reporting on the Space Force's own projections, driven by proliferated satellite constellations, hypersonic test programs, and the rise of small- and medium-lift providers. Cape Canaveral and Vandenberg were sized for a different era and now juggle commercial, civil, and national-security traffic. Range congestion is the visible problem, but it is not the only one.
Polar and high-inclination orbits, the paths that pass near the poles or steeply over the equator, are the military's bread and butter for reconnaissance, missile warning, and signals intelligence. Florida and California ranges can reach those orbits only with dogleg maneuvers that waste fuel and capacity, and they compete for the same narrow launch windows. Alaska, by contrast, sits closer to the geometry those missions want. Low population density means fewer air and maritime route closures per launch, and the Pacific Spaceport Complex-Alaska site has decades of experience hosting missile-defense tests in exactly that geometry.
That combination is what drew the Pentagon's eye, according to Defense One reporting. Clayton Swope, deputy director of the Aerospace Security Project at the Center for Strategic and International Studies, calls the Kodiak site attractive because it offers geographic diversification and orbit-class fit in a single move. A retired Space Force colonel now at the Mitchell Institute, Charles Galbreth, told Defense One the expansion "could potentially be very helpful" for small and medium national-security launches, framing the upside as conditional, not committed.
The hedge is earned. Pacific Spaceport Complex-Alaska has hosted only nine orbital missions since it opened in 1998, a suborbital-leaning history that sits in tension with a contract framed as the Pentagon's new third range. A Rocket Lab spokesperson told ClearanceJobs that the core systems, infrastructure, and expertise the company builds in Alaska will not be tied to a single location, a hedge that lets the company keep options open while the orbital work is still unproven. Any third-site solution is one piece of a much larger Space Force plan that still needs more ranges, more people, and more software.
The bet will pass or fail on three milestones. First, HASTE launch cadence from Kodiak: the contract covers 12 to 18 missions, and the test is whether the site can fly that rate on schedule from a new pad. Second, polar-orbit certification: the Space Force must clear Kodiak for the orbital inclinations and downrange corridors the military actually uses, not just the suborbital test corridors it already supports. Third, the first orbital Electron from Alaska: a successful flight would convert the suborbital bridge into orbital capacity. A slip on any of those three would leave the Pentagon still relying on Cape Canaveral and Vandenberg for the polar and high-inclination traffic it cannot afford to lose.
The Space Force's 100-rockets-a-year projection is the load-bearing number. The Kodiak contract is one of the smaller pieces of meeting it, but it is the first one shaped as a falsifiable test rather than a press release.
