A security rule that targets the single input an industry is most dependent on is also a bottleneck on the buildout it claims to protect. The US Federal Communications Commission is now sitting on that paradox, in a form small enough to fit on a fingertip: the optical transceiver, the fiber-optic part that moves data between servers inside AI datacenters.
According to four people familiar with a draft measure, the agency is preparing to bar new imports of Chinese-made transceivers on national-security grounds. Embedded foreign components, the stated logic goes, can leak data, install malware, or be switched off in a crisis. The rationale is real, and it travels with the hardware.
So does the dependence. Chinese firms control most of the global supply of the part. US tech companies have committed trillions of dollars to a datacenter buildout that is already behind schedule. The same rule that closes a known hole in US infrastructure also lands on the load-bearing input of the buildout it claims to secure. The measure is not a done deal. The FCC could still modify or shelve it. But the shape of the choice is now legible. Security policy aimed at one component is also industrial policy aimed at the rest of the chain, and the chain has a delivery date.
