Does FIFA, before the final on July 19, issue a public, written standard for what host governments must guarantee to participating federations? Each of those questions has a yes-or-no answer. None of them has a "no comment" that will hold up to scrutiny.
The tournament will be remembered for goals, upsets, and the team that lifts the trophy. It will also be remembered for what "hosting the world" required the world to do in order to be hosted. The obligations question is not a sidebar to the sports story. It is the part of the 2026 World Cup that does not end on July 19.
