When a network operator books a fiber factory years ahead of the cables it actually needs, the shortage has already started, even if no one has run out yet.
Zayo and Corning announced a manufacturing-capacity reservation that runs through 2030, locking in plant slots the fiber maker would otherwise have sold to other buyers. Zayo's chief network officer, Troy Lupe, framed the deal in load-bearing terms: there are "concerning signals" in how fast AI traffic is asking the fiber network to grow, he said, and the lead time required to bring new manufacturing online is the constraint that has to be hedged against.
The naive read is a procurement announcement. The pattern underneath is older than AI: a multi-year capacity reservation is the cleanest forward indicator a capital-goods industry produces, because it commits money at the reservation price to a slot that no current shortage has yet forced a buyer to grab. The same signal is showing up across Corning's order book. Meta and Amazon have separately locked in Corning optical capacity, and Corning has partnered with Nvidia to expand US optical manufacturing. Corning's optical communications business grew 36% year over year in its most recent quarter.
The reservation is the deal. The reservation is also the warning. The falsifier is the one Lupe himself named: if shelves stayed full and prices stayed flat, the slot would not need to be bought three years early. Until that test fails, the quiet line in the supply contract is the loudest line in the buildout.
