A new commercial activity has outrun its regulator. Reflect Orbital is preparing to unfold a satellite-borne mirror in low Earth orbit and aim reflected sunlight at small ground patches, and the agencies that license satellites, launches, and remote sensors have all said yes. None of them licenses the bright light that reaches the ground.
MIT Technology Review reports that a full constellation could put ground-level beams at the brightness of 10,000 full moons and scatter them across tens of kilometers. The number is the load: it converts a marketing claim into a quantitative atmospheric problem, and it is what the as-yet-unnamed regulator will be asked to police.
This is the orbital variant of a familiar pattern. When commerce invents a new payload, the office that polices the payload itself tends to arrive after the first close call, not before. Reflect Orbital markets the satellites as a way to extend solar-panel charging, support emergency response, and enable military activities; the frameworks in place still treat the activity as a satellite, a launch, or a sensor. The light that hits a roof, a runway approach, or a telescope has no clearly assigned home in that list.
The first mirror, Eärendil-1, is small enough to slip through. A 50,000-satellite build is not. If a regulator is going to claim bright orbital reflections, the assignment will read better if it lands before the build, not after. The mirror is the trigger.
