The AI Phone Has a China Problem
The most data-sensitive consumer device ever designed for everyday life has a Chinese manufacturer under U.S. export restrictions building it. That manufacturer is Luxshare, the exclusive system co-design and manufacturing partner for OpenAI's planned AI smartphone, the device OpenAI acquired Jony Ive's startup to build. Qualcomm and MediaTek are handling the processor work; Luxshare controls the physical product. Qualcomm shares jumped 12% on the news.
The concept combines Ive's industrial design with OpenAI's model work and Qualcomm's chipmaking into a smartphone built for AI agents — software that uses personal context to take actions on a user's behalf. An AI that maintains constant environmental awareness needs a chip architected for continuous small-model execution and aggressive power management, not the burst computing conventional smartphone processors are optimized for. Apple and Samsung together command roughly 40% of the global smartphone market, which means any new entrant needs either a distribution partnership or a product different enough to skip the established channels.
OpenAI is betting on the latter. Qualcomm's CEO has said the winner of edge AI wins the entire race, and smartphones are the obvious edge platform. The timing traces to OpenAI's acquisition of Ive's startup io Products for $6.5 billion in May 2025. Kuo reports specifications and supplier choices will be locked in late 2026 or early 2027, with mass production targeted for 2028 — a window that gives opponents of the deal time to make their case to CFIUS, the interagency body that reviews foreign investment in U.S. technology for national security risk.
The exposure cuts both ways. Apple is developing its own modems, work that could strip $500 million to $1 billion in revenue from Qualcomm in fiscal 2026, a risk that weakens Qualcomm's existing business while demonstrating the competitive urgency behind the AI phone bet. Whether the regulatory complexity of a restricted Chinese manufacturer can be structured away before production remains the open question.
