A gigawatt is roughly the output of one large nuclear reactor or the peak demand of a major metro area. 49.8 GW is almost 20% of the 253-GW data-center development pipeline that BloombergNEF tracks for the United States. The queue feeding that pipeline is dominated by a single state. ERCOT, the Texas grid operator that runs most of the state's electricity system, holds roughly 474 GW of pending large-load interconnection requests, with about 90% of that volume coming from data centers, per Utility Dive's coverage of the BNEF analysis. Abbott's directive paused every new hookup while the state audits the load. ERCOT is acting under directive, not as a partisan actor, and the order's stated rationale is reliability, not politics.
The dollar figures are not realized losses. They are BNEF scenarios tied to how much of the delayed load ends up being AI compute. The same model returns about $2 billion in revenue at risk if only 10% of the delayed capacity is AI; at 60% it crosses $8 billion, and at a full AI mix it approaches $15 billion. The report's authors, Derrick Flakoll, Nathalie Limandibhratha, and Mark Daly, with Kamala Schelling editing, built the scenario off a baseline of 1.2 GW of ERCOT data-center additions expected between the third quarter of 2026 and the first quarter of 2027, which then slips to the second quarter of 2027 under the delay. The dollar range is conditional, not predictive: cut the AI share, and the figure falls in proportion.
The audit is running through a Texas-specific regulatory pipeline. ERCOT's Market Notice M-A080326-01 suspended the first deliverable of Batch Zero, the grid operator's new process for handling large-load interconnections, originally due Aug. 7, 2026. ERCOT has signaled it will seek a good-cause exception at the Public Utility Commission of Texas's Aug. 20 open meeting, a procedural path that lets the grid operator argue Batch Zero should continue in some form while the audit runs in parallel. The PUCT, the state regulator paired with ERCOT on interconnection disputes, is the first venue where the delay's scope will be argued in public. Whether it grants a broad exception, narrows the scope, or pushes for a full reclassification will determine whether the binding-constraint read survives contact with next month's calendar.
The second-order effect runs through the supply chain that has been pricing the AI buildout as a near-term constraint. Transformer lead times, gas-turbine siting, and substation construction all assume a specific interconnection timeline. Push that timeline out by a quarter, and the bottleneck moves from the wires to the queue itself, which means developers re-rank sites and utilities re-rank capital plans. ERCOT's queue is roughly 90% data-center requests. In PJM, the Mid-Atlantic grid that anchors northern Virginia, large-load requests are now the dominant share of new interconnection volume, and the same arithmetic applies if a state auditor decides to run the same exercise.
The portable question is not whether Texas is hostile to AI. It is whether other large-queue states now have a working playbook. Virginia's PJM territory, Georgia, and Arizona all run multi-hundred-gigawatt queues with their own reliability concerns, and an audit template is cheaper than a moratorium and more legally durable. If one more governor follows Abbott's lead and a state regulator lets the exception run, the pacing constraint on the AI buildout shifts permanently to the regulators sitting on top of the wires.
Watch Aug. 20. If the PUCT opens the door for ERCOT to keep Batch Zero moving in any form, the 49.8-GW number stays a scenario. If it does not, that same number starts behaving like a forecast.
