Taiwan's printed circuit board (PCB) makers printed a record NT$245.
Taiwan's AI server supply chain is not pulling out of China. It is rebalancing inside it. Components, materials, and subsystems are scaling up in Chinese factories at the same time that assembling complete AI servers on Chinese soil has gone quiet.
Taiwan's printed circuit board industry just put a record quarter on that re-wiring. The Taiwan Printed Circuit Association (TPCA) and the government-affiliated Industrial Science and Technology International (ISTI) survey put Q1 2026 PCB output at NT$245.6 billion, up 19.6% from a year earlier and the highest first quarter the industry has recorded. At recent exchange rates of roughly NT$30.8 per dollar, that is about US$8 billion in three months (TPCA/ISTI Q1 2026 PCB output reported by iconnect007). The growth is not spread across the board. It is concentrated in three categories that sit closest to the AI build: IC substrates, high-layer-count (HLC) boards, and high-density interconnect (HDI) products. AI servers, optical modules, and data-center build-outs are pulling all three.
IC substrates, HLC boards, and HDI products sit one assembly step below a finished AI server. IC substrates carry the processors and high-bandwidth memory. HLC boards are the multilayer backplanes that route signals inside a server chassis. HDI is the densely packed interconnect layer that lets optical transceivers and switching chips sit close together. Build all three out and you are still one rack-level assembly step away from an AI server that can boot.
Zhen Ding Technology (4958.TW) has ten factory projects running across its Huai'an site in China and its Thailand campus, with iHDI and HLC lines accounting for six of the new Huai'an factories, according to the company's sustainability report, as covered by industry trade press (ic-pcb.com coverage of Zhen Ding expansion). The substrate and board maker says it is working with multiple major international customers on next-generation AI technology and joint development. Read through the export-control lens and the project list starts to make a different kind of sense: the lines being added in China are the substrate and interconnect tiers, the layers that remain legally shippable under current US rules.
DigiTimes, the Taiwan industry trade outlet, is reporting the same pattern from the other side of the supply chain: Taiwan AI server suppliers stepping up China investment, with the expansion tilted toward components rather than full-system assembly (DigiTimes report on Taiwan AI server supply chain). The Q1 print and the DigiTimes reporting line up. The pieces are flowing. The full boxes are not.
The legal line, as Taiwan prosecutors drew it in recent indictments over alleged illegal AI server exports, separates licensed component trade from unlicensed full-system diversion. The investment pattern on the ground follows a similar division. That is what turns the Q1 print from a production number into a supply-chain tell. The bottleneck is no longer about who can ship a finished server. It is about who can legally assemble one, and the answer, for Taiwan's largest names, is increasingly: not in China.
Taiwan is not decoupling from China's AI hardware stack. It is rebuilding that stack at the component tier while stepping back from the assembly tier. The first quarter's record print is the production signature of that move.
