Taiwan's Executive Yuan approved a NT$44.2 billion (US$1.43 billion) drone plan on October 16, 2025, with a near-term public-sector target of nearly 100,000 airframes. The bottleneck the wire coverage buries is on the ground: Taiwan's Army UAV training center, which opened in July 2024, was sized for about 300 qualified operators a year. The Ministry of National Defense says it needs more than 1,000 in both 2025 and 2026.
The defense tranche alone is 11,270 units in 2026 and 37,480 units in 2027 per the Government e-Procurement System tender notice (CNA via GlobalSecurity.org), with the civil and government tranche adding 50,898 units on a similar timeline (Taipei Times). The five Type A through E categories range from multi-rotor VTOL reconnaissance drones to fixed-wing catapult-launched platforms and hybrid VTOL-fixed-wing aircraft, all required to be sourced domestically, with no Chinese components.
The funding is real. The factories mostly exist. The six-year plan layers NT$10.43 billion (about US$340 million at late-2025 rates) in existing funds on top of NT$33.8 billion (about US$1.1 billion) in new allocations, and Taiwan's domestic drone base already counts around 250 manufacturers with NT$5.05 billion (about US$165 million) in 2024 output (Taipei Times). The Executive Yuan's growth target is more than NT$40 billion (about US$1.3 billion) by 2030, paired with a pitch to position Taiwan as an Asia "democratic hub" for non-Chinese drone supply chains, anchored by international MOUs with the United States, Japan, the Czech Republic, and Poland. The NCSIST Minsyong Campus, the National Chung-Shan Institute of Science and Technology's drone-industry site, is hosting roughly 100 drone firms, with labs at Shalun and Lioujia developing 26 drone types between them.
The training center was built to graduate about 300 personnel a year, and the procurement spike lands less than two years after it opened in July 2024 (DigiTimes). One model in the industry briefing is slated for 26,000 units in a single year, about 2,000 a month, a roughly 30x scale-up over past public-sector drone buys. Even at a generous 50 airframes per pilot ratio, the procurement math is the wrong shape for the training math.
Industry briefing documents circulated to US and French manufacturers and local firms, including Coretronic, Thunder Tiger, GEOSAT, EGAT, and Taiwan UAV, flag the same gap the training center does (DigiTimes). A separate supply-chain inventory calls out the load-bearing components Taiwan does not yet make at scale: thermal cameras, laser rangefinders, GPS chips, ground-control software, flight-controller chips, and communication modules and chips. The Ministry of Economic Affairs treats these as open items for the program, not solved problems.
Analysts who have studied a Taiwan drone force in a cross-strait scenario point to AI-enabled swarm control as the partial mitigant for the pilot shortage, with one operator shepherding many airframes rather than flying each one (Moneycontrol). The same logic is what makes the 100,000-unit target defensible on paper and what makes the 300-vs-1,000 pilot gap the single most falsifiable claim in the program: it assumes the swarm-control software reaches the field faster than the airframes do, and that the counter-drone capabilities on the other side of the strait do not evolve in the same window. The Executive Yuan's quarterly progress reporting cadence and the planned amendments to drone and uncrewed-vessel regulations will put the pilot pipeline on the public record going forward.
The 11,270-unit 2026 procurement tranche is the first checkpoint where the training-center graduates meet contracted deliveries, and the first window in which the 300-vs-1,000 number becomes something a reader can test rather than a slogan to repeat.
