The plumbing is the product. That is the structure hiding inside a consensus roadmap released July 29 by the Quantum Economic Development Consortium and the NSF-funded Center for Quantum Networks: today's quantum networking does not fail because the use cases are wrong, it fails because the network beneath them does not yet exist.
The QED-C and CQN roadmap evaluates 10 commercial applications across security, networked quantum computing, and distributed quantum sensing. Only two are supportable today: quantum key distribution and point-to-point distributed quantum sensing, and both only over short, fixed links. The remaining eight are not blocked by application readiness. They are blocked by the same three infrastructure layers: quantum optical network switches, quantum repeaters, and quantum satellite infrastructure, each of which the roadmap finds would unlock 9 of the 10 evaluated applications.
That is a portable mechanism, not a one-off. When a category of technology cannot scale because a small set of substrate components is missing, the priority queue is the substrate, not the end uses. Builders and funders chasing distributed quantum computing or blind quantum computing are still waiting on switches, repeaters, and links to orbit.
The 5-year bucket holds short-distance security and intra-data-center clustered computing. The 10-year bucket holds inter-data-center distributed quantum computing and blind quantum computing, the two largest combined technology gaps the roadmap flags. The work that matters first is the work that lifts every use case at once.
