The change hit OpenClaw, a popular agent framework whose creator, Peter Steinberger, had been hired by OpenAI in February 2026 to lead its personal agent strategy. Within hours of Anthropic's announcement, Steinberger was on X calling out the restrictions and pointing developers toward Codex instead. That is a direct quote aimed at developers who had been weighing Claude Code's $100 Max tier against what they could get elsewhere.
The numbers behind the move are substantial. Codex crossed three million weekly users on April 8, a day before the announcement. Sam Altman posted on X that OpenAI would reset usage limits across all plans to mark the milestone and would repeat the reset for every additional million users until the platform reaches ten million weekly users, according to CNBC's coverage. The growth trajectory: five times larger in three months, with 70% month-over-month user growth. That kind of curve creates a pricing problem. Heavy users were burning through Plus limits mid-billing cycle and had only one option: jump to $200. The $100 tier is designed to be the landing spot before that leap.

On GPT-5.3-Codex, the model's primary coding variant, Plus allows 30 to 150 local messages and 10 to 60 cloud tasks every five hours, according to OpenAI's developer documentation. The $100 Pro 5x tier raises that to 300 to 1,500 local messages and 100 to 600 cloud tasks per five-hour window. Those figures include a temporary 2x promotional boost that ends May 31, 2026; after that date the standard five-times multiplier applies. The $200 Pro 20x tier doubles the $100 tier's allocation across the board and adds exclusive access to GPT-5.3-Codex-Spark, a research-preview model currently unavailable via API.
Alongside the new tier, OpenAI announced it is "rebalancing" Plus plan Codex usage to support more sessions spread across the week rather than longer sessions in a single day. In plain terms: existing Plus subscribers are getting less burst capacity. The new $100 tier is explicitly positioned for "longer, high-effort Codex sessions," which is the usage pattern Anthropic's Claude Max was designed to serve.
The competitive timing is tight. Anthropic disclosed in early April that its annualized run-rate revenue has topped $30 billion, surpassing OpenAI's last reported ARR of approximately $24 to $25 billion, VentureBeat reported.
