Western Sydney's 612 megawatt S7 (Eastern Creek) facility will use more electricity on a strained grid after NEXTDC walked away from a sewage recycling plan that had no pipeline permit.
A 612-megawatt data center planned for Western Sydney has walked away from cooling its servers with recycled sewage. The facility's operator, NEXTDC, will instead use a closed-loop system that consumes no water and noticeably more electricity, on a grid the local operator already describes as at capacity. NEXTDC is OpenAI's Australian infrastructure partner for the site, Reuters reported first on July 22.
The swap is the first public engineering trade-off in a regional AI buildout that economists estimate will pass $1 trillion in Asia by 2030. It is also a small case study in what the AI buildout is willing to give up when civic infrastructure says no.
The plan that died was straightforward on paper. NEXTDC would pull treated wastewater from Sydney's sewage system, run it once through the data center's cooling loop, and discharge it. Recycled-water cooling generally scores better on PUE, or power usage effectiveness, the standard measure of how much electricity a facility spends on overhead like cooling instead of on the chips themselves. A lower PUE means a smaller electricity bill and, usually, a smaller carbon footprint per unit of compute. NEXTDC chief executive Craig Scroggie endorsed the logic in a written statement: recycled water has real merit for sustainability, he said, but in Western Sydney the enabling infrastructure is not yet in place.
The phrase "not yet in place" is the story. The pipeline that would have moved treated sewage from a utility plant to the Eastern Creek site needed planning permission from multiple authorities. NEXTDC walked away from those talks rather than wait, according to the Reuters report. The replacement is a closed-loop system: liquid coolant circulates around the chips, fans pull heat off the radiators, and nothing touches the municipal water supply at any point. NEXTDC has said the S7 facility will not use drinking water for cooling under any of its current designs.
The trade looks clean until the second number is read. Air cooling with liquid-assisted radiators is materially more power-hungry than a recycled-water loop. Sydney's grid operator, according to Reuters, has already said the local network is at capacity because of data center connection requests. Adding a 612MW facility, even one whose cooling is the most efficient variant of its kind, lands on a grid that has been telling new applicants to wait.
Australia is the driest inhabited continent, and the political weight of a data center drinking from the municipal supply would have been heavy. NEXTDC and the NSW government, in a March 2025 release, had framed the S7 site as sovereign-AI infrastructure, a domestic compute base that does not depend on overseas clouds. The site is classified as a State Significant Development, the tier of NSW planning reserved for projects too large for local councils to assess. A recycled-water pipeline of the kind NEXTDC wanted has no equivalent planning pathway in the current framework, which is part of why "not yet in place" was the answer the company got.
Two questions follow. The first is whether NEXTDC pushed hard enough. The Reuters report frames the cooling switch as a permitting failure. Scroggie's statement reads as a deliberate decision rather than a forced one. Both readings are consistent with the facts on the public record. A permitting failure suggests the trade-off is a civic choice the public never got to vote on. A deliberate choice suggests the trade-off is one the operator made on its own risk calculation, with the grid's limits and the politics of Sydney's water supply both in view.
The second question is whether Sydney is the only city that will face it. Across the region, the AI buildout is running into a planning system that was not designed for facilities measured in hundreds of megawatts. The early answers are coming back in the form of trades like this one: water for energy, or energy for water, or both deferred until the next permitting cycle.
The test for the next announcement is small and reusable. When an AI site swaps one resource for another, ask what is in the ground beneath the press release, not what the press release promises. The Western Sydney swap looks like a permitting failure on first read. The grid statement makes it a power problem. The driest inhabited continent makes it a water problem. All three are true, and NEXTDC is the operator that has to live with the result.
