In less than a month, two of America's biggest seaports have signed memoranda with the federal Maritime Administration to explore putting small modular reactors on or near cargo ships. Long Beach, one of the busiest container ports in the country, went first. Corpus Christi, the largest US port for petroleum exports, just went second, according to a World Nuclear News report on the second agreement. The story right now is the MOU pipeline, not the reactors themselves.
Both agreements were signed with MARAD, the US Department of Transportation agency that oversees the merchant marine. They are not contracts to build or buy anything. Each port signed a memorandum of cooperation laying out the same five lanes of work: SMR technology integration, resilient port microgrids, shoreside power architecture, infrastructure for emerging vessel propulsion concepts, and mariner workforce development.
Small modular reactors, often shortened to SMRs, are compact, factory-built nuclear plants designed to fit on a ship deck or in a port substation. The category the federal push is exploring looks more like a backup generator for an industrial microgrid than a submarine reactor. The current US maritime reactor fleet runs on a handful of aircraft carriers and submarines; the new interest is in commercial cargo, where the federal case is cost reduction and energy dominance rather than emissions cuts.
The federal anchor is a small modular reactor initiative MARAD launched in May with a Request for Information. The RFI's stated goal is to develop an SMR model that "revitalises US shipbuilding, cuts costs, and secures energy dominance." MARAD frames the work as advancing two Trump executive orders, "Unleashing American Energy" and "Restoring America's Maritime Dominance." The two-port pace, one MOU per port inside a single month using the same five work lanes, is consistent with a coordinated federal rollout rather than organic port-by-port demand.
US Transportation Secretary Sean Duffy made the policy case in a statement: "Small modular reactors have the potential to reshape America's maritime sector, lower shipping costs, and bolster our supply chains." Maritime Administrator Stephen Carmel, in announcing Corpus Christi's agreement, called the port "the leading energy port in the nation" and tied SMR integration to Gulf Coast supply chain resilience against extreme weather and grid disruptions, alongside mariner workforce training.
SMR maritime is still at the RFI and memorandum stage, not deployment. The "maritime dominance" language is administration rhetoric, not an industry outcome, and the binding constraint on US nuclear-powered commercial shipping is shipbuilding capacity: no large-scale US yard currently builds commercial nuclear cargo hulls. Corpus Christi, by contrast, is the largest US petroleum export port, which makes the signing a notable model shift. An oil-export hub hedging its energy mix with nuclear is a different story than a container port chasing emissions cuts.
The third data point, whichever port signs next and what the RFI respondents actually propose, will tell readers whether the two-port pattern is an adoption trend or a coordinated announcement. The next concrete milestone is the RFI response window closing, which is the first time the federal pipeline will surface what kind of SMR anyone is actually willing to build for a US dock.
