Korea is putting the wires and the cooling water ahead of the data centers. The plan was presented on Tuesday, calling the strategy "electrostate," shorthand for treating clean electrons as national industrial infrastructure, per the Korea Times.
The visible target is 100 gigawatts of renewable capacity online ahead of the schedule in Korea's long-term electricity plan: large-scale solar on reclaimed land and border regions, rooftop solar, and accelerated offshore wind, with nuclear staying as baseload. The ministry's 2026 work-plan page names small modular reactors (SMRs) and additional conventional reactor projects as under review for the next long-term electricity plan. SMRs are factory-built nuclear units under 300 megawatts, designed for faster construction than Korea's existing APR1400 gigawatt-scale reactors. They remain a policy review, not a procurement commitment, and no deployment date has been named.
The sequencing logic shows up in three places. Korea's grid is currently run by Korea Electric Power Corporation (KEPCO), a state-owned utility that acts as both system operator and off-taker, a structure critics say slows interconnection and distorts price signals. The briefing creates a dedicated power-system regulator, an institutional change legal commentators at Shin & Kim call the most concrete structural move in the package. A separate regulator can write queue rules that match AI load profiles and set different tariff schedules for hyperscale data-center customers than for households.
Water is the second leg, treated as a peer to power. Semiconductor etching and accelerator cooling draw heavily on industrial water, and Korea's per-capita water stress is among the highest in the OECD. The ministry is integrating existing water infrastructure, expanding wastewater reuse, and developing groundwater storage dams and mobile desalination, per Dailian's coverage of the briefing. The Seoul Economic Daily reported in June that the ministry was already mobilizing new reactors and pumped-storage dams for AI megaprojects, and the August briefing extends that thread to water and grid buildout.
Storage and transmission are the third leg. The plan names battery storage and pumped-storage hydropower as the two load-balancing tools, and pairs them with transmission that runs ahead of demand, so hyperscale data centers and advanced manufacturing can connect immediately rather than queueing for years. The Korea Times notes that storage cost and grid interconnection have been the binding constraints in past buildouts. The dedicated regulator's first job, on the briefing's own logic, is to make the queueing problem smaller.
The skeptic's case is documented. The Korea JoongAng Daily, in a bilingual piece on whether renewables can power Korea's AI ambitions, points to land scarcity, grid interconnection queues, and storage cost as constraints that have slowed past buildouts. 100 gigawatts is a target, not a contract. Environment Minister Kim Sung-whan, quoted by ETNews, framed the move as a response to "the AI revolution and the climate crisis" at the same time. The early marker is whether the dedicated regulator's first act shortens the interconnection queue from years to quarters, and whether the long-term electricity plan update names transmission milestones to a date certain rather than a target band.
