A first national quantum forum and a planned in country Master's program in quantum computing are the policy's scaffolding.
The Central Bank of Jordan has told the country's banks to start planning a transition to quantum-resistant encryption, and the reason is not that a quantum computer is about to break anything tomorrow. The reason is that the encryption protecting today's transactions has a publicly acknowledged shelf life, and a small-economy central bank has decided to put the migration on its public agenda.
In a sectoral roadmap circulated earlier this year, the Central Bank of Jordan laid out guidance for commercial banks on moving toward post-quantum cryptography. At Jordan's first national quantum computing forum in Amman on August 5, Deputy Governor Khaldoun Washah made the underlying mechanism explicit: cryptographically relevant quantum computers could eventually challenge the encryption that protects financial transactions and sensitive data today, so the work of swapping it out has to start now. The forum, convened by the Jordan Today Center for Development and Asfar Consulting and Training, drew more than 50 experts from banking, technology, and economic policy.
Adversaries can harvest encrypted financial data today and decrypt it later, once a sufficiently powerful quantum machine is available, an approach called "harvest now, decrypt later." For ordinary retail banking, a stolen encrypted transaction record might lose much of its value within a year or two. For state records, identity documents, long-lived financial contracts, and central-bank communications, the shelf life of that data can be measured in decades. Jordan is not the first central bank to publicly map this transition. The U.S. National Institute of Standards and Technology has finalized post-quantum cryptographic standards and federal agencies are operating under published migration deadlines. The European Central Bank and the Bank of England have both run pilots and issued guidance. What makes Jordan's move worth flagging is that a mid-size economy, without a domestic quantum hardware industry, has chosen to formalize the conversation rather than wait for its banks to absorb guidance from larger regulators. The forum agenda covered the physical foundations of quantum computing and the technology's possible uses in economics, law, medicine, and security. Washah highlighted specific financial-sector applications: investment portfolio management, macroeconomic forecasting, financial stress-testing, and financial-services innovation. The framing was deliberately practical, less about a hardware breakthrough than about how an existing technology shift changes the operating environment for ordinary banks.
The forum discussed plans for a Master's program in Quantum Computing in Jordan, which would be among the first dedicated programs of its kind in the country and the wider Arab region, treating quantum computing as a teachable discipline rather than a research curiosity imported through visiting scholars. JTCD Director General Mohammad Al-Faqir positioned the forum as preparation for that next wave of technical work, and Asfar Director General Nader Qahoush framed the broader opportunity for the country.
A sectoral roadmap without enforcement teeth is still a signal rather than a binding migration timeline. Whether Jordan's banks are required to meet specific PQC milestones, report on cryptographic inventories, or face penalties for non-compliance is not visible in the public reporting on the roadmap. The honest read is that a small central bank has done the public-facing work of telling its banks the clock is ticking, has stood up a forum to coordinate the conversation, and has funded a degree to build the people who will eventually do the migration. The hard part, the actual key rotation across a national banking system, comes later.
A year ago, post-quantum cryptography was a topic for security researchers and the largest central banks. The Petra News account of the forum and the Qubit Report's coverage of the same week show it is now also a banking-policy story in a mid-size Arab economy, with a regulator, a university, and a forum agenda attached. The question is no longer whether a country's banks will migrate, but who has started saying so out loud.
