The world's telecom rulebook just got an AI-era rewrite. ITU-T, the UN-affiliated body that sets telecom standards, approved Recommendation Y.3335 on August 13, 2026, giving carriers and vendors a common framework for the network layer that AI services are expected to sit on.
The framework, published this month as a Recommendation in force, is built around the IOWN Global Forum's All-Photonics Network reference architecture, an end-to-end optical design that operators are positioning as the physical substrate for AI traffic. A joint announcement from seven Japanese firms on August 21: KDDI, NTT, 1Finity (a Fujitsu company), NEC, Rakuten Mobile, Oki Electric, and Sumitomo Electric, frames Y.3335 as the basis for global adoption of APN.
The standard now sets the rulebook. The latency and electricity numbers still have to be earned by the operators who adopt it. Underlying research continues under a NICT-commissioned multi-operator APN project running through 2029, with NEC and NTT documenting shared-infrastructure prototypes at iPOP2025.
