Italy's civil aviation authority, ENAC, has issued a Specific Assurance and Integrity Level III (SAIL III) authorization for an unmanned aircraft to operate on a Frontex-coordinated Italian Coast Guard surveillance mission. The aircraft is a V-BAT, a single-engine surveillance drone built by Shield AI. The mission ran aboard the patrol vessel Dattilo. The clearance is the highest specific-assurance level the regulator has issued for unmanned maritime operations in Europe.
The authorization is configuration-and-mission specific. ENAC approved one aircraft, on one ship, for one set of mission conditions, with an Italian operator, Global Sat Tech, flying under Shield AI's airworthiness discipline. It is not a type approval. Another operator would have to clear the same procedural chain, not inherit it.
That chain has three parts, all documented in the vendor's account of the milestone. First, airworthiness: the field aircraft must match the tested and documented configuration. Second, mission readiness: crews, support systems, and the platform must sustain the operation. Third, operational authorization: a regulator must confirm the flight plan meets its safe-flight requirements. Adding a sensor or swapping a payload pushes the aircraft back to step one.
Prior operating record cited by the company includes the U.S. Navy, U.S. Coast Guard, Royal Netherlands Navy, daily operations in Ukraine under heavy electronic jamming, a Polish contract, and selection by Japan for maritime ISR and by the Indian Army. ENAC's authorization is a civil milestone built on that record, not a substitute for it.
