Pakistan's May 2025 conflict with India was a five-day rehearsal of saturation-drone warfare, the massed, low-cost attacks designed to exhaust missile defenses. The same tactic has let Ukraine grind at Russian energy infrastructure for years; Pakistan's rehearsal put the playbook on India's border. Fourteen months on, the policy response in New Delhi has moved from rhetoric to industrial supply chains.
Defense Minister Rajnath Singh used the National Defence Industries Conclave in July 2026 to push India's drone self-reliance. He called for India to become a global hub for indigenous drone manufacturing, framed unmanned and counter-unmanned systems as "decisive elements of national security," and tied the push to lessons from the Russia–Ukraine conflict and the US–Israeli campaign against Iran. Singh then named the four component categories India still imports, molds, software, engines, and batteries, and called for self-reliance at the part level rather than final assembly.
The component gap defines the race. India's drone-manufacturing base has grown under the Production Linked Incentive (PLI) scheme, a federal subsidy program tied to output, approved for drones and drone components. A provisional list of 23 beneficiaries shares a Rs 120 crore incentive pool, roughly $14 million at mid-2026 exchange rates. That is a starter budget for a category Singh described as decisive, not a procurement plan. Domestic manufacturers are scaling, as ANI reported via Business Standard in July 2026, and the Indian Army has an active security-drone tender in the market. The supply-side question is whether the four named components can be sourced at home at the volume and quality a saturation-drone fight would require.
China fields the GJ-11 Sharp Sword, a stealth unmanned combat air vehicle, and the Wing Loong II medium-altitude long-endurance drone. Pakistan co-produces the Turkish Bayraktar TB2 and Baykar Akıncı, and operates the Chinese Wing Loong II, meaning India is racing not a single peer but a network that already shares platforms, parts, and tactics. India's counter-drone budget and the standing up of a dedicated drone force under the Defence Forces' Vision 2047 plan, the Indian military's long-range force-structure blueprint, which explicitly calls for a space, cyber, and drone command, are aimed at that combined roster.
Moscow has warned India that "the drone threat cannot be viewed as someone else's war," a line Singh echoed in his NDIC address. The Ukraine campaign's sustained strikes on Russian oil refineries, power grid substations, and ammunition depots have shown what massed, autonomous, low-cost munitions, the loitering-munition class that circles a target before striking, can do to a logistics tail. A peer defender can be ground down without a single front-line breakthrough, and Pakistan's May 2025 rehearsal put that warning on India's border.
Indian firms can already integrate airframes, flight controllers, and ground stations. The binding constraint sits with the four parts Singh named. Molds dictate airframe shape, weight, and radar cross-section. Software carries the autonomous targeting, swarm coordination, and counter-countermeasure logic that turns a drone from a remote-controlled aircraft into a saturation weapon. Engines set ceiling, endurance, and payload. Batteries decide loiter time over a target, the minutes that separate a missed strike from a refinery fire.
India is buying drones, not building a drone force, until at least one of those four categories is produced domestically at scale and at parity with the imported part. The PLI scheme is the first scaffold. The Army tender is the first demand signal. Vision 2047 is the calendar. The next rehearsal will not wait for the scaffolds to finish.
