Hong Kong's de facto central bank has put a number on the city's banking sector's readiness for quantum computers powerful enough to break the encryption lenders rely on. That number is 2.3 out of 10.
The Hong Kong Monetary Authority (HKMA) launched its first Quantum Preparedness Index (QPI) at FiNETech8 on 27 July, scoring banks across four dimensions: awareness, planning, pilots, and practical preparedness. The regulator's target is a full 10 by 2030, supported by toolkits, workshops, and skills training.
That target sits one year past Google's public 2029 scenario that cryptanalytically relevant quantum computers could crack current encryption as early as 2029, the so-called Q-Day. If a quantum machine of that capability does arrive on schedule, Hong Kong banks would still be a year short of the regulator's own fully-ready mark.
The scorecard does show motion: 68% of banks have started some quantum preparation, according to the HKMA's whitepaper, but most remain stuck in the awareness phase with few formal plans or pilot projects for post-quantum cryptography, the encryption designed to resist quantum attacks.
The HKMA press release frames the index as a baseline measurement, not a verdict. The unresolved question, as CoinDesk reported, is whether that 2030 target is conservative planning or a one-year gap boards, customers, and other regulators should now pressure-test against their own runways.
