Huawei's next phone and tablet operating system, HarmonyOS 7, opened its first developer beta this week at the new API 26 platform level. The OS is the first to publicly name an "Agentic-friendly architecture", a system design that hands AI agents real access to OS-level services, as a platform target at Huawei's HarmonyOS Developer Day in Xi'an.
The Skill layer is the core change: packaged, reusable system capabilities like file access, payment, calendar, and gallery that an on-device AI can call directly instead of asking the user to open each app. Huawei's system-level AI assistant Xiaoyi was shown chaining a recipe Skill with a grocery-ordering Skill after a single user confirmation. Cross-device transfer in the new Galaxy Interconnect update now carries position context, so a photo dragged from a phone drops at the touched spot on a tablet canvas.
The launch arrives as IDC's AI terminal white paper, cited by QbitAI, reports smartphone shipments down 13.9% year over year and frames AI as the only growth narrative in devices. Whether third-party developers can actually build against the Skill layer, or whether the agent stays locked to first-party apps, is the question the next beta cycle will answer.
