Brussels' three year deadline to strip Huawei from EU mobile networks carries a €30 40B (~$34 46B) price tag that operators want someone else to pay.
The European Commission's draft Cybersecurity Act 2 (CSA2) would give mobile operators three years to strip Huawei and other designated "high-risk vendor" equipment from EU networks. GSMA Intelligence, the operators' own research arm, puts the rip-and-replace bill at €30 billion to €40 billion (~$34 billion to $46 billion at the conversion rate GSMA used for its $9.7 billion USD figure), and operators are now publicly asking Brussels who, exactly, is going to pay.
The fight is not about whether to limit high-risk vendors. It is about tempo. A telecom operator's capital cycle runs on a roughly ten-year depreciation horizon. The Commission's CSA2 proposal compresses that into a 36-month removal clock for high-risk vendor kit in mobile networks. The math is uncomfortable even before prices move: gear bought in 2022 on a ten-year schedule now has to be written off early, while the replacement has to be financed at the same time.
GSMA's projection carries the operators' interest in the outcome, so the breakdown is worth quoting. The €35 billion midpoint splits into €19 billion mobile, €5 billion fixed, and €11 billion transport. As the European supplier pool narrows to non-Huawei, non-ZTE vendors, equipment prices are projected to rise 24 percent for mobile, 19 percent for fixed, and 10 percent for transport. The incremental operator cost over 2027-2030 lands at €8.5 billion, which GSMA pegs at about $9.7 billion.
The opposing number is even larger. A KPMG study, disclosed as produced with the China Chamber of Commerce to the EU, projects the cumulative EU economic loss from the same policy at up to €370 billion (~$422 billion) through 2030. The two figures are not directly comparable: GSMA counts operator capex, KPMG counts broader economic drag including productivity, prices, and supply-chain effects. They share an author signature, since both come from parties with a disclosed interest in the side being regulated. Read them as a bracket on the policy's cost, not as a consensus.
The United Kingdom is the only large European market that has already run this experiment. Under US pressure, UK operators were forced to strip Huawei kit from 5G networks. According to The Register's reporting, UK 5G service quality now ranks among the worst in Europe, with the Huawei ban directly cited as a factor in measurably slower rollouts. Whatever one thinks of the security case, the tempo question has a real-world answer: compressing the swap window slowed the deployment it was meant to enable.
The operators' on-record position is not a denial of the security premise. It is a request for either a longer window, a transition subsidy, or both. Neither has been put on the table. The Commission's 2023 5G risk assessment identified Huawei and ZTE as higher-risk suppliers and stopped short of mandating removal. CSA2 turns that assessment into a clock.
The parallel on the other side of the Atlantic is the same shape. Some US telecoms, including rural carriers operating under FCC reimbursement programs, have refused to replace existing Huawei equipment without government compensation, on the argument that swap costs crowd out other network investment. The policy is identical; the political question of who writes the check is unresolved on both sides of the Atlantic. As of 2023 reporting, Huawei supplied nearly 60 percent of the installed network kit operating Germany's 5G infrastructure, which puts the German operator math much closer to the UK case than the US one.
The next concrete signal is the European Parliament's Industry, Research and Energy (ITRE) committee vote, expected in the autumn session. If the committee softens the timeline or attaches a transition-funding mechanism, the operator capex case lands. If it leaves both intact, the GSMA and KPMG numbers stop being a lobbying exercise and start being a transition ledger Brussels has not opened.
