750 gigawatts of U.S. battery projects sit in an interconnection queue — the multi year waiting list to plug into the high voltage grid — with a five year median wait, and the binding constraint is hardware, not capital or technology.
The U.S. has 750 gigawatts of battery storage projects, enough generating capacity to match more than 700 nuclear reactors, waiting in its interconnection queue, the multi-year waiting list a project clears before it can send power to the grid. The median wait now runs five years, up from a year and a half in 2015. At Consolidated Edison, the volume of projects trying to plug into the New York City grid has grown 300% over the past two years.
The constraint sits in the physical interface between a battery and the high-voltage transmission system, and in the supply chain that builds it. Decades of stagnant investment in the wires, transformers, and switchgear that move bulk power have left grid operators with little slack to absorb the storage wave. Joseph Rand, an energy policy researcher at Lawrence Berkeley National Laboratory, calls the interconnection process "really log-jammed and bottlenecked" and says it "broke this historic process of the way transmission grid operators have been operating for almost 20 years." A single large battery in a constrained area can require a multi-year study of upstream lines, and a single failed study can cycle the project back to the end of the line.
Hardware supply makes the wait worse. The same transformers, circuit breakers, and other substation equipment that grid upgrades depend on are now ordered on lead times that have stretched to several years. A planning study that once took months is gated on equipment that takes longer to build than the project itself. The result is a queue that grows faster than it clears.
California carries the largest single chokepoint in the U.S. The California Independent System Operator (CAISO), the regional body that runs the wholesale grid for most of the state, manages that queue. "There's a lot of value from having more batteries on the grid and their ability to help meet the evening peak," Mills said. State regulators expect grid-upgrade holdups to stall energy projects up and down California, from utility-scale batteries in the Mojave to community storage in the Central Valley.
The demand behind the queue is not going away. Data center build-outs, the broader shift of homes, vehicles, and buildings from fossil fuels to electricity, and a decade of falling battery prices have all pulled storage projects into the pipeline. Wood Mackenzie, the energy research firm, projects the U.S. energy storage market will quadruple over the next six years. Per Lawrence Berkeley National Laboratory's data, more storage is planned in the next few years than the existing transmission system can absorb, even on the most optimistic upgrade timeline.
The fix is the queue process and the hardware behind it. FERC Order 2023, the federal interconnection reform rule, is meant to replace the old first-come, first-served serial study process with cluster studies that evaluate many projects at once and move cost responsibility to clearer points in the process. Implementation is mid-rollout. CAISO is in the middle of transitioning its queue to the new framework, and the first results from cluster studies are expected over the next two queue cycles. Energy industry reporting describes the reform as live but uneven, with some regions moving faster than others and the cost-allocation rules still being litigated.
Three things will tell whether the queue clears. Whether cluster studies actually shorten study timelines rather than compress a long process into a longer meeting. Whether transformer and circuit-breaker orders can be placed in time to support the projects that clear the new studies. And whether state regulators, who control the wires inside their borders, can build the transmission lines the new storage needs once it has a queue slot. The next CAISO cluster results, expected by mid-2027, will be the first hard signal on whether the storage wave actually gets plugged in.
