James City County is the second U.S. site to enter pilot testing under an American Heart Association–funded Duke and Virginia Commonwealth University (VCU) study of drone delivered defibrillators for cardiac arrest.
In a test flight this week, a police drone carried an automated external defibrillator (AED) to a James City County, Virginia residence in 2 minutes 30 seconds, more than five minutes ahead of the county fire department's 8:06 average response to the same area. The county formally entered the pilot phase of an American Heart Association–funded research program led by Duke University and Virginia Commonwealth University, the second U.S. activation after Forsyth County, North Carolina.
The mechanism under study is straightforward: a drone flies over traffic, congestion, and distance; a ground ambulance cannot. Once the AED lands, a 911 dispatcher coaches the bystander through pad placement and shock delivery. Paramedics still handle the advanced cardiac care that follows.
Per the American Heart Association's framing cited in the county press release, for every minute defibrillation is delayed, survival from sudden cardiac arrest (when the heart stops beating, distinct from a heart attack) drops 7 to 10 percent. Sgt. Tiara Suggs of the James City County Police Department told DroneLife the drone's role is to bridge the gap until ground medics arrive.
The 2:30 figure comes from a single test flight, not a confirmed save. The program also depends on dispatchers correctly recognizing cardiac arrest by phone, and on FAA airspace, weather, and beyond-visual-line-of-sight rules that constrain where and when a drone can fly.
