Stellaria's plan for several molten salt reactors, an advanced nuclear design using liquid salt as fuel and coolant, pitches Fos sur Mer as a multi unit industrial heat campus, not a single grid demo.
A cluster of molten-salt reactors has been proposed for the Fos-sur-Mer industrial park in southern France, with French startup Stellaria as the lead proponent. Molten-salt reactors are an advanced nuclear design: they dissolve their fuel in a circulating liquid salt instead of using solid fuel rods and water, which lets them run at lower pressure than conventional reactors and produce high-temperature heat for industrial processes such as chemicals, steel, or hydrogen.
The proposal, first reported by World Nuclear News, is unusual not for what it is but for how many: several MSRs at a single site, paired with a digital-control pitch aimed at decarbonizing heavy industry on-site, rather than a single grid-connected demonstration reactor. French regional press has framed the project as a "nuclear and digital hub" for Fos-sur-Mer's heavy industry, and Stellaria's own coverage describes a combined heat-and-power design aimed at industrial off-takers.
Co-locating several of them on one industrial site changes the unit economics. A single demonstration reactor has to absorb its own licensing, security, and operations overhead; co-locating two or more at an existing industrial zone spreads that fixed cost across multiple units and gives them a shared, dispatchable heat load. The arrangement lines up with the way Le Dauphiné reports Stellaria's goal: several next-generation reactors in southern France, not one.
Stellaria is the CEA-incubated startup driving the proposal. In March 2024, the company and fellow French MSR developer Thorizon were selected as winners of a France 2030 call for molten-salt reactor projects, working in consortium with fuel-cycle company Orano. Stellaria then raised €23 million, roughly $25 million at mid-2026 exchange rates, in a Series A to advance the program.
Earlier this year, the company applied to French regulators to build a single molten-salt reactor prototype, a separate, smaller step that targets an authorization under the French nuclear safety framework rather than a construction start. The July 2026 cluster proposal is the next layer on top of that prototype track.
European advanced-nuclear siting to date has mostly meant single demonstration reactors aimed at grid power, from the UK's Hinkley Point C and the planned Sizewell C to the small modular reactor projects at existing sites in Romania and the Netherlands. A multi-unit industrial-heat cluster is a different bet: smaller reactors, sited where the heat is consumed, with unit economics that improve as more units are added.
The references stop short of a confirmed industrial off-taker, a construction start, or a regulatory approval. The WNN item and the French regional coverage describe a proposal. Stellaria's January DAC application is still pending review, and the cluster's economics depend on assumptions about which Fos-sur-Mer tenants would buy heat, which none of the current sources name. The "multiple MSRs" pitch is real, but so is the gap between a press-stage announcement and a steel plant running on salt.
The next concrete marker is whether French regulators move on Stellaria's prototype authorization; the cluster sits on top of that decision.
