The Bloch Tech Hub splits $30M federal and $25M match across four tracks that qualify Midwest shops to make cryogenics, optics, and control hardware for quantum systems.
A $55 million federal and state package will fund a new manufacturing hub across Illinois, Indiana, and Wisconsin aimed at building the physical components that U.S. quantum companies currently import.
The intervention is not a quantum-science grant. The dollars route through the Chicago Quantum Exchange (CQE) and run along four operational tracks that use the region's existing manufacturing-extension infrastructure to qualify non-quantum Midwest shops against quantum specifications. The bet is that the U.S. quantum race is being decided less at the qubit level than at the optics-and-cryogenics shop floor.
The EDA, the Commerce Department's economic development arm, selected the Bloch Quantum Tech Hub, a Chicago Quantum Exchange-led consortium spanning Illinois, Indiana, and Wisconsin, on July 20, 2026 as one of six regional Tech Hubs to receive implementation funding under the CHIPS and Science Act. The federal piece is $30 million, with $25 million in state and private matching, Governor JB Pritzker's office said. The Chicago Quantum Exchange announced the total as $55 million.
The consortium says the U.S. leads in quantum software, algorithms, and early QPU (quantum processing unit) architecture, but the physical supply chain, including cryogenic components, ultra-pure optical materials, and precision control subsystems, remains import-dependent. That gap is what the four tracks are meant to close.
The four tracks split the work this way, with the consortium calling Industrial Supply Chain Integration the load-bearing one. That track, led by the Illinois Manufacturing Excellence Center (IMEC), is where Midwest machine shops get qualified against quantum specifications and connected to quantum developers. Manufacturing Transition Services uses shared sensing testbeds at Purdue University Northwest and automation software from Infleqtion, a Boulder-based quantum sensing company. Security and Capital Mobilization is the financing track, targeting an estimated $300 million in private follow-on investment. That figure is a target, not committed capital, and the consortium has not yet named anchor limited partners.
The fourth track is the one with the most concrete footprint. Illinois is contributing roughly $11 million toward a dedicated supplier building inside the Illinois Quantum and Microelectronics Park (IQMP), branded "The FaQtory" and co-located with PsiQuantum and IBM, both named anchor tenants of the larger IQMP site. The two anchor tenants are not Bloch awardees; their capital commitments are part of the separate Illinois mega-project, and the Bloch dollars fund the supplier building that sits next to them, not their own facilities.
Senator Todd Young of Indiana framed the award in supply-chain terms rather than scientific ones, citing the inclusion of Northwest Indiana partners as the regional payload. The award was confirmed alongside five other Tech Hubs implementation winners, part of the post-2024 designation round that began converting selected hubs into funded programs.
The consortium assumes Midwest manufacturers can absorb work that demands parts-per-billion purity and millikelvin tolerances. The next eighteen months of supplier onboarding inside the IQMP site will show whether that assumption holds.
