In July 2026, the NTIA published a 25-nation Call to Action for 6G Leadership and Security. It is the multilateral layer of Washington's 6G plan: the part that turns a US political commitment into a shared operational one. The White House laid the foundation in December 2025 with National Security Presidential Memorandum 8, NSPM-8 "Winning the 6G Race", and The Register framed the combined push as a US-versus-Beijing race. The real mechanism is a coalition of 25 governments trying to coordinate inside slow standards bodies over the next decade.
6G is the next generation of mobile and wireless networking. The technical specifications are still being negotiated inside 3GPP, the same industry body that defined 4G and 5G, and inside the ITU's IMT-2030 process, the United Nations-led framework that ratifies global radio standards. No consumer 6G network is in market, and the first commercial deployments remain years out. "Winning 6G," in the language of the documents, means shaping those specifications, controlling the patent pool, securing supply chains, and aligning spectrum policy across allies, not out-shipping a rival.
NSPM-8 designates 6G as "foundational to the national security, foreign policy, and economic prosperity of the United States" and ties it explicitly to AI, robotics, and implantable technologies. The public version of the memo does not name China, and it leaves operational detail to follow-on implementation documents like the Call to Action.
The competition with Beijing is signaled by the layer below it. The NTIA Call to Action is co-signed by 25 governments: the US, UK, Republic of Korea, Japan, Australia, Canada, Germany, France, Italy, plus additional European, Latin American, and Indo-Pacific partners. The shared commitment is to an "open, interoperable, secure, resilient, AI-supported, highly innovative, and resource efficient" 6G system. The document does not name China either. The diplomatic signal of "like-minded nations" is the bloc, and the bloc is the part that carries the competitive weight.
That bloc now enters 3GPP and ITU standards meetings. 3GPP works in three-to-four-year release cycles, and ITU-R working parties set the broader IMT-2030 framework that member states use to define what 6G is supposed to do. A 25-nation coalition that arrives at those meetings with aligned positions on spectrum allocation, security architecture, AI-native radio interfaces, and open interfaces can outvote a single rival bloc on individual technical questions. Standards work happens in working-group calls, national mirror committees, and pre-meeting position papers. Coordination at that scale is what the July 2026 commitment is supposed to enable.
Three things to watch. First, whether the coalition holds on spectrum policy: 6G will require new mid-band and sub-THz allocations, and the 25 signatory governments have not always agreed on shared spectrum ranges. Second, whether the "open" language survives contact with vendors: the largest 5G patent holders (Qualcomm, Ericsson, Nokia, Huawei, Samsung) sit in multiple signatory markets, and "open" is a negotiating position, not a finished architecture. Third, whether the coalition expands to include India and Indonesia, the two largest mobile markets not currently listed as signatories, before the next IMT-2030 working party meeting.

It is a decade of coordination work inside 3GPP, ITU, and the national mirror committees that feed into them, and the July 2026 Call to Action is when that work became a public commitment.
