Anthropic just hired two people to manage its relationship with the power grid. The hires arrived the same week Google and Amazon committed up to $65 billion to the company.
The new arrivals are Ariel Horowitz, formerly Deputy Director for Grid Modernization at the U.S. Department of Energy, and Sana Ouji, who spent six years at Google working on data center clean energy strategy. Their job: navigate the federal interconnection process, utility queue management, and the bespoke agreements with grid operators that large AI labs have historically never needed. The hires were confirmed as part of Anthropic's broader infrastructure buildout, which Google and Amazon were simultaneously committing up to $65 billion to support. Google committed $10 billion in cash now at a $350 billion valuation, with an additional $30 billion contingent on Anthropic meeting commercial milestones. Amazon pledged $5 billion now with $20 billion additional, on top of a commitment that includes $100 billion in Amazon Web Services spending over a decade. Together it is the largest dual-investment in AI infrastructure on record, and in both cases the deferred tranche means Anthropic still has to prove it.
The pressure that drove the checks is a compute shortage that has already affected real customers. Claude services experienced persistent downtime and rate limiting in early 2026, as demand outpaced the hardware available to serve it, causing some customers to switch platforms. Trainium2, Amazon's custom AI chip which Anthropic depends on for a major portion of its new capacity, faced yield issues during its assembly phase — normal friction for new silicon but material when you are racing to scale. Anthropic has committed to spending $10 billion per year on AWS as part of its $100 billion ten-year obligation, making it one of the largest single customers in cloud infrastructure history.
To address the constraint, Anthropic has been building dedicated energy infrastructure at a scale that has not been typical for AI companies. It is constructing a 500-megawatt facility in Mitchell County, Texas and a second site in Niagara County, New York, and has agreed to cover 100% of the grid upgrade costs needed to interconnect those facilities — a commitment it pays for through higher monthly electricity bills. The Department of Energy has directed FERC to take final action on large-load interconnection standards by the end of April, according to lawyers tracking the proceeding, though the rulemaking has not yet produced a shorter queue in established data center hubs where interconnection timelines routinely stretch to years.
The capacity Anthropic is assembling is significant. It has signed agreements with Broadcom and Google for 3.5 gigawatts of TPU compute across multiple new data centers, a multi-year deal with CoreWeave, and is on track to secure nearly 1 gigawatt via Amazon Trainium2 chips by the end of this year, with eventual access up to 5 gigawatts. AWS has three campuses in late construction stages, purpose-built with over 1.3 gigawatts of IT capacity for Anthropic's training runs, and has deployed over one million Trainium2 chips at a facility called Project Rainier. The commitments total more than 5 gigawatts of compute capacity across four major infrastructure partners.
The energy team hires suggest Anthropic's leadership understands the constraint is structural rather than temporary. Whether the company can bring the new capacity online faster than demand continues to grow will determine whether the $65 billion vote of confidence was a bargain or a down payment on a problem that has not yet been solved.
